David A. Dexter is General Manager, Joint Ventures, for the Quest Diagnostics Operations in Arizona, serving as President & CEO for Sonora Quest Laboratories LLC, a joint venture between Quest Diagnostics (a Fortune 500 company) and Banner Health (the largest non-secular health delivery system in the US), and as President & CEO for Laboratory Sciences of Arizona LLC, which provides management oversight and strategic direction for hospital, rapid response, and commercial laboratories that support Banner Health Hospitals, Academic Medical Centers and Cancer Centers across the state of Arizona and five western states (California, Colorado, Nebraska, Nevada, and Wyoming).

Together, Sonora Quest Laboratories and Laboratory Sciences of Arizona make up one of the largest integrated laboratory networks in the nation, with more than 3,800 employees serving the entire continuum of healthcare.

Dexter is a Certified Six Sigma Green Belt. He serves on the Executives for Health Innovation Leadership Council, the Arizona Chamber of Commerce and Industry Board of Directors, the AZBio (Arizona Bioindustry Association) Board of Directors, Greater Phoenix Chamber Leadership Health Sector Task Force, and the Flinn Foundation’s Arizona’s Bioscience Roadmap Steering Committee. Dexter also serves on the JDRF Board of Chancellors and is the chairman of the American Cancer Society’s CEOs Against Cancer (Arizona) and a member of the CEOs Against Cancer Executive Circle (national), earning him the St. George National Volunteer Award for his service in achieving the American Cancer Society’s mission.

For 35 years, David Skul has navigated lab sales and marketing for multinational health care companies and is bringing his leadership and vision to Sonora Quest as the new Vice President of Growth. Previously Skul served as the Executive Director of Business Development for Sonora Quest. As a graduate from Illinois State University with a Bachelor of Science in Management Information Sciences, Skul enjoys the challenge of finding new opportunities to maximize potential. When he’s not working, Skul enjoys traveling, hiking, sports and spending time with his wife, three children and the family dog.

Sonya Engle

SQL CHIEF OPERATING OFFICER

Sonya Engle moved to Arizona when she joined the organization in 2019 as the Chief Operating Officer for Sonora Quest Laboratories LLC, a joint venture between Quest Diagnostics Incorporated (a Fortune 500 company) and Banner Health (one of the largest non-secular health delivery systems in the US).

As Sonora Quest Laboratories’ Chief Operating Officer, Engle is responsible for the operations of the College of American Pathologists (CAP)-accredited and Clinical Laboratory Improvement Amendments (CLIA)-certified high complexity, state-of-the-art clinical lab in Phoenix, which performs 97 million diagnostics tests annually. The laboratory’s full testing menu includes Anatomic Pathology, Flow Cytometry, Genetics/Genomics, General Lab, Histology, Microbiology, Molecular, and Toxicology. She has an exceptional drive to achieve operational excellence, develop talent, and lead high-performing teams that deliver rapid growth, improved services, and innovation.

Engle received her Bachelor of Science in Business Management from the University of Phoenix and brings more than 20 years of progressive responsibility in the healthcare industry. In her last role as Vice President and General Manager for a major laboratory in San Diego, Engle directed laboratory testing for more than 40,000 patients per day, in addition to overseeing anatomic pathology, patient services, supply chain, and logistics.

At Quest Diagnostics (one of Sonora Quest’s parent companies), Engle was Director of Business Operations, and prior to that a Lean Six Sigma Master Black Belt leading project teams to design and implement business transformation that delivered millions of dollars in operations improvement and enhanced quality systems.

Dedicated to giving back and being a change champion, Engle serves as Area Board Chair of the American Cancer Society (ACS), advocating for cancer research, policy and legislative changes, funding for screening and essential services for Arizonians. In 2021, she was recognized by ASC as #1 Top Fundraising Superwoman Against Cancer to help save more lives. She also continues to serve on the Board of Directors for Henry Mayo Hospital in California.

 

 

Sonny Varadan

CHIEF INNOVATION OFFICER

Sonny Varadan, CHCIO, MBA, PMP, is an accomplished information services executive and thought leader with a passion for innovation and agility. He is organized and highly creative with proven capabilities in IT-led laboratory strategies.

Equipped with a strong software background in healthcare infrastructure and applications environments, Varadan has led the Information Technology & Services department as Chief Information Officer since 2018, for Sonora Quest Laboratories LLC (SQL) and Laboratory Sciences of Arizona LLC (LSA), which is one of the largest integrated joint venture laboratories in the US and the leading reference laboratory in the state of Arizona.

Varadan is a certified Project Management Professional and he received his Master of Business Administration from Indiana State University and bachelor’s degree from the University of Madras. Throughout his tenure with SQL/LSA, Varadan has worked on several digital experience and transformation initiatives, lab information systems implementations, client connectivity solutions, and middleware systems.

Prior to joining SQL/LSA’s senior leadership team, he held senior IT positions leading information technology as well as providing strategic consulting for several large reference laboratories and health systems across the US. In these roles, Varadan oversaw and implemented several health system and lab workflow projects, such as:

  • Front-end automation
  • pre-analytical order entry solutions
  • lab CRM solutions
  • customer service application initiatives
  • LIS evaluation, selection, and migrations.

He has served on the board of the Prostate On-site Project, helping raise awareness for men’s health throughout Arizona. He is also on the advisory board of AZ Tech Council, Arizona CIO, and AZ Next, which is a workforce training accelerator for Next Generation IT jobs. In 2023, he was a finalist for the ORBIE® CIO of the Year Award and was appointed to the Board of Directors for Contexture, the Arizona and Colorado Health Information Exchange.

Albert Namey

Albert J. Namey

CHIEF FINANCIAL OFFICER

Albert J. Namey (Al), CPA, is an experienced financial executive with more than 20 years of achievement spanning Big Four, Fortune 500, and not-for-profit organizations. He is an experienced financial executive with a progressive track record of leading practices in risk-based internal audit, process improvement, budget and forecasting activities, enterprise risk management, Sarbanes-Oxley compliance, and team development and advancement.

In April 2015, he joined the Sonora Quest Laboratories LLC (SQL) and Laboratory Sciences of Arizona LLC (LSA) as the Chief Financial Officer after more than a decade with Quest Diagnostics. His last role with Quest Diagnostics was the Regional Finance Director, Southwest Region for Quest Diagnostics (a Fortune 500 company) that generated nearly $800 million in annual revenues that encompassed Arizona, Louisiana, Mississippi, New Mexico, Oklahoma, and Texas.

Namey joined Quest Diagnostics in 2001 as the Director of Internal Audit Reporting to the Audit Committee of the Quest Diagnostics Board of Directors. During his five years as Audit Director, he transformed the organization to better align with the mission of ensuring Quest Diagnostics maintained a comprehensive and effective control environment over financial reporting. While in Internal Audit, Namey co-led the company’s effort to adopt the requirements found in the Sarbanes Oxley Act of 2002.

Subsequently, Namey migrated to the Controller of Quest Diagnostics business unit in Las Vegas, NV, which was highly complex and troubled with financial performance. Namey oversaw all aspects of finance, billing, and materials management (purchasing), leading the transformation of the operation to a well-controlled and improved financial performance site within Quest Diagnostics. Namey was named Interim Managing Director of the Business Unit, for an eight-month period, as a search was conducted for the role.

Namey also had financial responsibility for a region that operates in six states with two major lab facilities, a consolidated Joint Venture, three rapid response laboratories, and five managed hospital laboratories in New Orleans, LA, and Albuquerque, NM. Namey in collaboration with regional leadership navigated the region through a three-year turnaround.

Namey graduated from King’s College in Wilkes-Barre, PA, with a Bachelor of Science in Accounting. He is a licensed CPA and currently serves on the American Diabetes Community Leadership Board. Prior to life in Arizona, Namey served on the Board of Trustees for Fort Bend Cares Foundation, whose mission is to serve disadvantaged youth in Fort Bend County, TX. Namey held the position of Finance Director for the Fort Bend Cares Foundation.

Tom Leggett

DIRECTOR OF BUSINESS DEVELOPMENT

As Director of Business Development for Sonora Quest Laboratories, Tom Leggett excels at identifying gaps and emerging opportunities in the market. With more than 20 years of award-winning experience in medical sales, management, and business development, Leggett is an expert in devising creative solutions to provide differentiating value propositions and drive improvements in patient care.

Leggett works cross-collaboratively with industry partners and departments across Sonora Quest to ensure all resources are used to support innovative projects throughout the Arizona healthcare systems. During the pandemic, Leggett integrated guidance from the Arizona Department of Health Services with Sonora Quest’s dependable testing capabilities to lead and facilitate efforts to conduct testing at K-12 schools, community events across the state, and long-term care, assisted living, and Arizona Department of Corrections facilities.

His experience, education, and training in the medical field have given Leggett an understanding of scientific information and the ability to communicate complex information regarding product and disease states across a broad spectrum of professionals and industries.

Leggett holds a master’s degree in exercise physiology, kinesiology and exercise science from the University Nevada-Las Vegas. Leggett was also a Nationally Registered EMT-Paramedic.

Elissha Delport

VICE PRESIDENT, SUPPLY CHAIN MANAGEMENT 

Elissha Delport is the Vice President of Supply Chain Management for Sonora Quest Laboratories LLC (SQL), a joint venture between Quest Diagnostics (a Fortune 500 company) and Banner Health (the largest non-secular health delivery system in the US), and Laboratory Sciences of Arizona LLC (LSA). LSA provides oversight and strategic direction for hospital, rapid response, and commercial laboratories that support Banner Health Hospitals, Academic Medical Centers, and Cancer Centers across Arizona, California, Colorado, Nebraska, Nevada, and Wyoming.

Delport is responsible for Strategic Sourcing, Procurement, Warehouse Management, and Supply Logistics. She leads a team of 50 resources throughout Arizona and Colorado, managing over 1,000 suppliers delivered across 100 locations.

As an experienced supply chain executive, Delport has nearly 30 years of extensive and progressive experience in supply chain management and engineering with Fortune 100 and not-for-profit organizations across the high-tech, industrial manufacturing, and health care industries. She is a subject matter expert in sourcing transformation and leading core supply chain performance in quality, delivery, save, low-cost region penetration, 3PL, and e-sourcing.

Before joining SQL/LSA in 2016, Delport was the Director of Global Planning, Procurement & Strategic Sourcing in Electronics for Honeywell Aerospace, leading teams across North America and Puerto Rico. Between 2009 and 2014, she also served at Honeywell as Director of Strategic Sourcing for Mechanical Products and Director of Strategic Sourcing for Electrical Products leading teams across North America, Mexico, and India. Before joining Honeywell, Delport was in various engineering leadership roles at Motorola, supporting the Semiconductor Sector and the Genetic Biochip Division. She began her career in Dallas, Texas, as a Chemical Engineer in Semiconductor Process Development with Texas Instruments.

Delport earned a Master of Business Administration from the W. P. Carey School of Business at Arizona State University. She also earned a Bachelor of Science in Chemical Engineering from Texas State University with a minor in Biology as part of the Pre-Med Program.

Lorraine Field

Lorraine Field is the Chief People Officer for Sonora Quest Laboratories LLC (SQL), a joint venture between Quest Diagnostics (a Fortune 500 company) and Banner Health (the largest non-secular health delivery system in the US), and Laboratory Sciences of Arizona (LSA) LLC. LSA provides oversight and strategic direction for more than 30 hospital, rapid response, and commercial laboratories that support Banner Health Hospitals, Academic Medical Centers, and Cancer Centers across the state of Arizona and five western states (California, Colorado, Nebraska, Nevada, and Wyoming). Together, SQL and LSA make up one of the largest integrated laboratory networks in the nation, with more than 3,800 employees in Arizona.

After obtaining her Master of Science in Human Resource Management from Virginia Tech, Field began her 35-year Human Resources career with American Express and moved to the healthcare industry in 2002 as the head of Human Resources for TriWest Healthcare Alliance.  

Starting at SQL/LSA in 2014, Field has been instrumental in leading her Human Resources team to implement various leadership and employee programs, including the organization’s recognition and tuition assistance programs and a multi-track Leadership Journey that explores skills in common language, emotional intelligence, and situational leadership. These programs are focused on increasing employee engagement and retention while helping grow leaders throughout the organization.

She currently serves on the Board of Directors for the Greater Phoenix Chamber of Commerce and International Women’s Forum-Arizona. As the past Chair of the Board of Directors with Fresh Start Women’s Foundation, she also continues her service with the organization as a member of the Finance Committee.

 

 

 

 

 

 

 

Kim Fleurquin

CHIEF RISK OFFICER

Kim Fleurquin, MBA, HCM, is a purposeful and respected executive leader with more than 30 years of experience in the healthcare industry. She is a subject matter expert on privacy, security, and risk mitigation with experience in building legal and regulatory programs. Fleurquin currently serves as the Chief Risk Officer, for Sonora Quest Laboratories LLC (SQL), a joint venture between Quest Diagnostics (a Fortune 500 company) and Banner Health (the largest non-secular health delivery system in the US), and for Laboratory Sciences of Arizona LLC (LSA).

Fleurquin has many accomplishments in her current role as Chief Risk Officer, and in her earlier roles as the Executive Director of Legal and Compliance/ Privacy & Data Security Officer. Fleurquin is a key member of the Senior Leadership with responsibility for Enterprise Risk Management functions. She has oversight in the areas of Compliance & Ethics, Risk Management & Loss Control, Data Governance, Information Security, Data Privacy, Contracts Management, Paralegal Services, Environmental Health & Safety, Emergency Management & Business Continuity, Health Information Management Services (HIMS), Government Relations & Policy, Employee Health & Wellness, Physical Security, and Fleet Administration. Her leadership in mitigating system risk for clinical laboratory and anatomic pathology services spans across one of the largest integrated laboratory networks in the nation.

This vast, successful system is an industry leader in commercial lab operations in Arizona-based core laboratories, rapid response, and specialty sites. In addition, the system provides management oversight and strategic direction for hospital, rapid response, and commercial laboratories that support Banner Health Hospitals, Academic Medical Centers, and Cancer Centers across Arizona, California, Colorado, Nebraska, Nevada, and Wyoming.

Fleurquin holds an MBA in Health Care Management and completed the Healthcare law program at Nova Southeastern University/Shepard Broad Law School. She is a Certified Six Sigma Green Belt and has earned Professional Certificates in Cybersecurity and Privacy. Fleurquin has co-authored numerous whitepapers on the topics of Healthcare Privacy & Information Security and participates as a member of the eHealth Initiative’s Executive Advisory Board on Privacy and Security.

She is a member of the Health Care Compliance Association, Privacy Officers Association, Clinical Laboratory Management Association, American College of Healthcare Executives, Arizona Bioindustry Association (AZBio) Government Affairs Committee, and Phoenix Chamber of Commerce’s Legal and Regulatory Committee. Her outstanding contributions to the community and the workplace during COVID earned her recognition as a finalist for the Phoenix Business Journal’s 2022 Health Care Heroes Awards.

 

 

David Gibb

EXECUTIVE DIRECTOR OF PATIENT SERVICES 

For more than 30 years, David Gibb has treated patients and managed care teams while delivering outstanding customer service. From his early career days as a phlebotomist to his more recent position as Executive Director of Patient Services with Sonora Quest, Gibb prides himself on achieving growth and increasing productivity in the midst of a global pandemic, while maintaining less than 1% client loss. While pursuing his undergraduate degree at UC Riverside, Gibb realized his interest in healthcare growing and moved on to the Southern California University of Health Sciences where he earned a doctorate in chiropractic medicine. When he is not working, David enjoys playing the drums and piano as well as traveling with his wife of 36 years, 5 children and 4 grandchildren.

 

Jean Hammelev

VICE PRESIDENT, OPERATIONAL EXCELLENCE

Jean Hammelev is Vice President of Operational Excellence for Sonora Quest Laboratories LLC (SQL), a joint venture between Quest Diagnostics (a Fortune 500 company) and Banner Health (the largest non-secular health delivery system in the US), and Laboratory Sciences of Arizona LLC (LSA). LSA provides oversight and strategic direction for more than 30 hospital, rapid response, and commercial laboratories that support Banner Health Hospitals, Academic Medical Centers, and Cancer Centers across Arizona, California, Colorado, Nebraska, Nevada, and Wyoming.

Hammelev began her career in Phoenix as a cytotechnologist, screening microscopic slides for cancer at Damon Clinical Laboratories. She also worked at Good Samaritan Medical Center before joining SQL/LSA more than 30 years ago. At SQL/LSA, she has held supervisory, managerial, director, and senior leadership positions. Her leadership and operational areas of experience are in Cytology, Histology, Transcription, Customer Service, Logistics, Long Term Care, Patient Services, Quality Improvement and Six Sigma, and she was recognized as SQL/LSA’s 2000 IT Project Manager. In March 2000, Hammelev was also named Executive Director of Quality and became a member of LSA’s Senior Leadership Team.

Promoted to Vice President in 2015, Hammelev is currently responsible for organizational Total Quality Management (regulatory and performance excellence), Enterprise Project Management Office, and Operational Analytics. She is a certified Six Sigma Green Belt and certified Lean Practitioner and has led SQL/LSA’s strategic planning process, as well as several teams and projects focused on process improvement throughout her career.

She holds a Bachelor of Science in Cytotechnology from the University of North Dakota School of Medicine and Health Sciences, Grand Forks, and a Master of Business Administration – Health Care Management from the University of Phoenix. She has served as a Malcolm Baldrige National Quality Award Examiner s (currently as an Alumni Examiner) for nearly 10 years, as Chair of the Southwest Alliance for Excellence Board of Directors (the Arizona-based National Baldrige Performance Excellence entity) for 12 years, and with the National Multiple Sclerosis Society, AZ-NM Board of Trustees. Hammelev is a member of the American Society for Clinical Pathology and a senior member of the American Society for Quality. In 2013, Hammelev was recognized by the Phoenix Business Journal as one of the “Top 25 Dynamic Women in Business.”

 

 

Meghan Shapiro

LSA CHIEF OPERATING OFFICER 

Meghan Shapiro is the Chief Operating Officer of Hospital Operations for Laboratory Sciences of Arizona, LLC (LSA), joining the SQL/LSA Senior Leadership Team in 2015. She is responsible for providing oversight, leadership, and strategic direction for more than 30 laboratories that support Banner Health Hospitals, Academic Medical Centers, and Cancer Centers across the state of Arizona and five western states (California, Colorado, Nebraska, Nevada, and Wyoming). Key areas of responsibility include operational and strategic oversight of hospital laboratories, integration of new hospital laboratories into the system, test standardization, and centralization of testing.

She was formerly the Senior Administrator, Department of Pathology for Banner University Medical Center Tucson & South, Banner University Medical Group–Tucson, and the University of Arizona College of Medicine. Shapiro received her Bachelor of Science in Microbiology from the University of Georgia in 2000 and her Master of Health Administration from Virginia Commonwealth University in 2003. She is also a Certified Six Sigma Green Belt.

She has worked in various progressive management roles at Wake Forest Baptist Health prior to moving to Tucson, Arizona, including as the Assistant Administrator for Stokes-Reynolds Memorial Hospital, Administrative Director of Laboratories, and finally the Director of Academic and Clinical Operations for the Department of Pathology.

Shapiro has been active in numerous professional organizations, including the American College of Healthcare Executives, where she served as a member of the Regent’s Advisory Committee and past Chair of the Early Careerist Committee, the Association of Pathology Chairs/PDAs, and served on the Novation Lab Council and the University Health System Consortium Laboratory Steering Committee (last held position of Vice Chair), as well as on the Cardinal Health Laboratory Advisory Committee. Shapiro currently serves as the Chair of the American Heart Association Greater Phoenix Board of Directors, and a Board Member of the Jewish Family & Children’s Services.
